Just got the WDTV live plus and it is boot looping constantly, the very first boot it was on fine but nothing on the screen so we pulled the plug and now it just constantly boot loops, any ideas?

You can try to flash it, but really, if this happened with a brand new player out of the box, my recommendation would be to return/exchange it ASAP and get a functioning unit.
